About the Role
We are seeking an experienced Contract Compliance Manager to support the review and assessment of Procurement Requests and Purchase Orders that contain labor related services. The role combines employment law expertise, procurement compliance, stakeholder management, and process improvement. You will play a key role in reducing compliance risks, clearing a significant backlog of assessments, and establishing a sustainable Way of Working for the future.
Responsibilities
Review Procurement Requests and Purchase Orders involving labor related services
Assess whether engagements qualify as external workforce arrangements or genuine service based contracts
Ensure compliance with employment legislation and internal procurement policies
Redirect non compliant requests through the appropriate internal process
Request, validate, challenge, and assess information provided by business stakeholders
Provide objective and evidence based compliance decisions
Prepare detailed assessments and recommendations for escalation cases
Support and advise stakeholders on compliance requirements
Design and implement a future Way of Working
Develop templates, procedures, guidance documents, and communication materials
Identify bottlenecks and improve process efficiency
Reduce assessment lead times while maintaining quality standards
Support onboarding and coaching of internal employees
Ensure proper documentation and effective knowledge transfer
Requirements
Minimum 5 years of experience in contract compliance, procurement, employment law, workforce compliance, or contract management
Strong understanding of employment legislation and external workforce regulations
Knowledge of Dutch DBA legislation is essential
Experience with procurement processes and contract governance
Ability to assess service agreements and identify hidden labor arrangements
Experience managing escalations and challenging senior stakeholders
Knowledge of Statement of Work structures is highly desirable
Strong analytical and investigative skills
Excellent communication and stakeholder management skills
HBO or WO educational level
Ability to work independently in a fast paced environment
Strong sense of integrity and objectivity
