Why biotechnology recruitment in the Netherlands is different

Wtta: what changes from 2027
The Wet toelating terbeschikkingstelling van arbeidskrachten (Wtta) introduces a mandatory admission regime for anyone supplying labour in the Netherlands. Key dates:
- 1 January 2027 — the law enters into force.
- 1 November to 31 December 2026 — notification window with the Nederlandse Autoriteit Uitleenmarkt (NAU).
- 1 January 2028 — active enforcement begins.
- Hirers that engage a non-admitted supplier face fines of up to €90,000 per violation.
Admitted suppliers appear in a public register. For procurement and MSP teams building a Dutch biotech supplier panel, admission status becomes a hard qualification criterion rather than a nice-to-have.
