SIRE® Life Sciences works as a local Dutch supplier inside client-mandated VMS platforms. Why suppliers fail inside VMS programmes

Most supplier underperformance in a VMS programme is not a sourcing failure. It is a process failure, and it is predictable. The patterns we see most often:

  • Submissions rejected on administrative grounds. Missing right-to-represent, incomplete mandatory fields, a rate above the agreed card, or a CV format that breaches anonymisation rules. The candidate was fine; the submission was not.
  • Missing the submission window. On scarce Dutch Life Sciences roles the distribution window is short and specialists lose requisitions to generalists who simply submitted faster with weaker candidates.
  • Working around the platform. A recruiter builds a relationship with the hiring manager and starts operating by email. Programme data degrades, the MSP loses visibility, and the supplier eventually loses the account.
  • Timesheet and invoice hygiene. Late timesheet approval chasing and mismatched purchase orders create programme noise that supplier relationship managers remember at review time.
  • No named owner. Requisitions land in a shared inbox, nobody owns the SLA, and escalations have no route.

  1. Pre-submission compliance check. Right-to-represent confirmed, rate validated against the agreed card, mandatory fields and formatting checked before anything enters the platform.
  2. Named delivery contact per programme. One accountable recruiter, not a distribution list, so your team has a single escalation path and a person who knows the programme rules.
  3. In-platform by default. Candidate progression, feedback and scheduling stay in the VMS so your programme reporting remains accurate.
  4. Realistic decline. If we cannot cover a requisition to standard, we decline it in-platform rather than submitting filler to protect a response metric. That keeps your submission-to-interview ratio meaningful.
  5. Timesheet and invoicing discipline. Approval cycles tracked from our side, so chasing does not become the programme team’s job.

Data protection inside the VMS

Candidate data in a contingent programme moves between supplier, VMS, MSP and end client, which makes the processing chain a genuine GDPR question rather than a checkbox. We operate under Dutch and EU data protection law, can provide our data processing documentation during supplier qualification, and are able to work to programme-specific requirements on anonymised CV submission, retention periods and right-to-represent consent capture.

For supplier enablement and onboarding teams, on request we can provide KvK extract and WAADI registration evidence; the NEN 4400-1 certificate with its Stichting Normering Arbeid register reference; insurance certificates including professional and employer’s liability; GDPR and data processing documentation; banking and invoicing details for platform setup; VAT registration; our standard terms with preferred redlines against your supplier agreement; and Dutch rate card structure and mark-up methodology.

A note on Wtta admission and your supplier register

From 1 January 2027 Dutch providers of labour must hold a statutory admission under the Wtta before they may supply workers, and from 1 January 2028 hirers engaging a non-admitted provider face penalties reported at up to €90,000 per violation. For VMS-driven programmes this has a practical consequence: admission status is a field that needs to live in your supplier record and be re-verified periodically against the public register, because admission can be withdrawn.

Are you certified or accredited by a specific VMS vendor?

VMS platforms do not certify suppliers; the programme owner onboards suppliers into the platform. What matters is whether a supplier operates to programme rules once inside it, which is what the process above is built around.

Can you work in a Dutch-language VMS environment?

Yes. We operate in Dutch and English, which matters for Dutch broker environments and for end-client hiring managers who prefer to give feedback in Dutch.

Will you accept a niche or secondary supplier tier?

Yes. Specialist Life Sciences coverage generally works best as a category-specific tier alongside incumbent generalist suppliers.

How quickly can you be live in our VMS?
