Role Description
The Turnaround HSE Specialist is responsible for overseeing and ensuring the successful execution of all electrical and instrumentation (E&I) valve-related activities during a turnaround (TA) project. The role starts 18 months before the turnaround execution phase and continues through the execution and post-turnaround stages. This individual will prepare their team, manage execution, resolve conflicts, and ensure all work is completed according to the agreed schedule, budget, and scope. They report directly to the E&I Turnaround (TA) Supervisor.
Responsibilities
- Preparatng the team and planning for the valve scope tasks during the upcoming turnaround.
- Ensuring the team is fully equipped with the necessary resources, knowledge, and training to execute the tasks effectively.
- Overseeing and managing the overall execution activities for the E&I valve scope during the turnaround.
- Addressing and leading actions on deviations related to scope, schedule, or budget changes.
- Reporting all significant deviations to the E&I TA Supervisor for further decision-making.
- Supporting and guiding the valve coordinators, ensuring they are properly resourced and equipped.
- Supervising contractors to ensure they provide sufficient qualified personnel and materials to execute work according to the agreed schedule.
- Making decisions on conflicting priorities across different areas within the valve scope.
- Monitoring and controlling the turnaround schedule, ensuring progress aligns with P6 (project scheduling software) and field updates. Providing corrective actions where necessary.
- Ensuring contractor work complies with valid work methods and procedures. Addressing and correcting any deviations.
- Facilitating agreement on scope changes during execution, adhering to the VIB procedure.
- Conducting a turnaround evaluation to review the planning, organization, use of materials and tools, and overall effectiveness of the project, identifying areas for improvement.
Requirements
- Proven experience in turnaround or maintenance management, particularly in E&I valve scope.
- Strong leadership skills with the ability to manage teams and contractors effectively.
- In-depth knowledge of turnaround execution, planning, and scheduling processes.
- Excellent problem-solving skills and the ability to make decisions on conflicting priorities.
- Strong communication skills, both written and verbal, for reporting and coordinating with team members and stakeholders.
- Experience with project management tools, such as P6, for scheduling and progress tracking.
- Knowledge of work methods, procedures, and safety regulations within the turnaround environment.
- Ability to conduct post-turnaround evaluations and drive continuous improvement in future projects.
- Ability to work effectively under pressure and within tight deadlines.
